The Turn
Mr. Derrick Macharia
October 16, 2026

In one minute:
The Fed raised its target range to 3.75%–4.00% on 16 September, its first hike since 2023, and the ECB raised its deposit rate to 2.50% on 10 September. Both moved while inflation was running hot.
In Kenya the central bank held at 8.75%, but the landed cost of super petrol rose 11.81% in September, and inflation reached a reported 6.8%.
Kenya's reported debt-service share of tax revenue is 77.6%, which leaves KSh 22.40 of every KSh 100 for everything else. Rates that stay high make that share harder to shrink.
1 September: a tanker in the strait
By the second of September, Brent crude was trading at $96.11 a barrel. Early in the month, US and Iranian forces had exchanged fire in the Strait of Hormuz, and Washington said three Iranian-owned oil tankers were hit and disabled. The exact day of that incident was not verified, so we describe the month, not the hour.
Far from the strait, a fuel attendant in Nairobi does not read Brent. He reads the price board, and the board is what the family in the back of the matatu pays.
What was visible
A forecaster reading the September feed in real time would have seen three signals that looked like separate stories. Energy was pushing into headline inflation. Central banks that had been easing were looking at the same data. And the household at the end of the chain, the one buying fuel and paying fares, was carrying the bill.
In hindsight the math was already on the table. The signal was visible; the question was whether anyone would connect it to the rate decisions that followed.
What happened
The table lists the signals in date order. Every number links to its source.
| Date | Signal | Number |
|---|---|---|
| 2 Sep | Brent crude, morning ET | $96.11/bbl (Fortune) |
| 10 Sep | ECB raises its deposit rate | 2.50%, from 2.25% (Euronews) |
| 11 Sep | US August CPI | 3.4% y/y (CNBC) |
| 15 Sep | Nairobi super petrol, held for the cycle | KSh 214.03/litre (Kenyans.co.ke) |
| 16 Sep | Fed raises its target range | 3.75%–4.00% (CNBC) |
| 30 Sep | Kenya annual inflation (reported) | 6.8%, from 6.6% in August (Serrari) |

The Fed's move was small in size and large in direction: 25 basis points, a 12–0 vote, after five holds. The ECB followed on 10 September with its second hike since June, citing energy-driven inflation.
Kenya's version was quieter. EPRA held pump prices flat for the 15 September cycle, but the landed cost of super petrol had risen 11.81%, from $874.26 to $977.55 per cubic metre. The government cut VAT on fuel from 16% to 8%, which absorbed part of the shock. The Central Bank of Kenya kept its rate at 8.75%, the same level it had held since February.
Gold, which pays no coupon, fell about 8.5% in September as US real yields and the dollar rose. Sources differ on the size of the fall, but the direction is the lesson: when the return on cash rises, the value of things that pay nothing falls.
The math
Two ideas do the work here: the real rate, and duration.
Step 1. The real rate. The real rate is the policy rate minus inflation:
real rate = policy rate − inflation
For Kenya: 8.75% − 6.8% = +1.95 pp. On paper, the policy rate sits about two points above inflation.
Step 2. Duration. A bond's price moves against its yield by roughly its duration times the change in yield:
price change ≈ −duration × change in yield
A bond with duration 8 loses about 8% when yields rise 1 percentage point. The 10-year US Treasury closed at 5.24% on 9 October (ETF Trends), after an intraday high of 5.35% on 7 October, which CNBC described as its highest since 2002. Our registered question F9 asks whether it closes above 5.50%. That is 0.26 points higher. For a bond with duration 8: 8 × 0.26 ≈ 2.1% of price.
Step 3. Kenya's budget. If a share s of tax revenue goes to debt service, the share left over is:
left over per KSh 100 = 100 × (1 − s)
The first-quarter figures for FY2026/27 show debt service of KSh 490.5bn against KSh 631.8bn of tax revenue, a share of 77.6% (Kenyans.co.ke). Then 100 × (1 − 0.776) = KSh 22.40. This is one quarter, reported by the press rather than verified against the primary budget document, so treat it as a signal and not a settled total.
The three steps connect. Higher policy rates raise the real rate, lower the price of long bonds, and when a state borrows at those rates, the interest bill takes a growing share of the tax it collects.
The Pawanax lens
For a clinic, the shilling buys less when the fuel that brings patients in costs more, and the referral that fails to happen is a cost the clinic absorbs. Tools that cut wasted visits, speed claims and reduce stock waste stop being a luxury when budgets are tight.
For a family, the fare is the first thing that changes. A trip to a clinic is a trip that now costs more before the consultation begins, so a triage question sent by WhatsApp can decide whether the trip happens at all.
For a health system, a state that keeps most of its tax for debt has less left for the lines that keep clinics open. Efficiency is not a slogan in that setting. It is how a shrinking share of public money gets stretched across more patients. At Pawanax we are building for that budget, not the one we would prefer.
The next 90 days
This chapter is a backcast. The forecasts below were registered today, 16 October 2026, not in September, and they will be scored against what the world does next.
- F3: 40%. The Fed raises the funds target again at or before its January 2027 meeting. Resolves 31 January 2027.
- F4: 30%. The CBK raises the CBR at any MPC meeting before 28 February 2027. The next scheduled MPC is in December 2026, which gives an early read.
- F9: 30%. The US 10-year closes above 5.50% on any day before 31 January 2027. The starting point is 5.24%.
Each forecast is binary and is scored with the Brier score, mean((p − outcome)²). A 40% forecast that resolves NO scores 0.16. If it resolves YES, it scores 0.36. A forecaster who says 50% on everything scores 0.25, so we only claim skill if our average falls clearly below that. The results will be published either way.
